In view of the available sources of information and the references as well as the perception of insecurity of citizens, a study is proposed that will allow us to demonstrate the impact of the reforms in criminal justice policies on criminal recidivism, that is, the collateral effects of the application of legal norms against conventional crime that has already been tried and in many cases has served its sentence, for this purpose an analysis of multiple empirical studies and available data referenced and published for free consultation was developed, the raw material It was considered by studying the various strategies implemented in different jurisdictions that have experience in criminal justice reforms and their impact on reducing recidivism in several cases studied. For the methodological stage of the research, the application of the analytical - synthetic method has been postulated. The techniques were documentary and interview, having as research instruments the inventory of electronic documents analyzed and the bank of open questions, with a non-experimental qualitative approach, the results obtained identify the reforms, such as rehabilitation and restorative justice programs, with positive effect in reducing recidivism, while, like the toughening of penalties, they show mixed results which depend directly on the procedures for applying reforms, in certain jurisdictions
