Accesibilidad web: una revisión a la legislacion y páginas web gubernamentales del Ecuador Web accessibility: a review in Ecuador government legislation and web pages

Abstract

Web accessibility is a legally required right and it is the responsibility of all organizations to guarantee it. The present work carried out a study of web accessibility based on the review of the Ecuadorian legislation that refers to this right and on the evaluation of 7 government web pages that were selected intentionally because they are the ones that offer the greatest services to citizens. In the research, a qualitative methodology was applied as it was a theoretical review. A sample was taken of 5 laws that regulate web accessibility in the country, of which 2 laws, 2 regulations and the Constitution of the Republic. The evaluation was carried out by applying the TAW tool and the WCAG-EM methodology to obtain and process the data. In the review of the legislation that makes up the sample, 19 legal texts were identified that regulate web accessibility in Ecuador. The accessibility evaluation showed that of the evaluated pages 5 have a 100% non-compliance with the robust accessibility principle, the only pages that show a percentage of compliance (50%) with this principle are the MIESS and the SRI. The foregoing shows that none of the pages complies with the 100% compliance levels, which highlights a breach of the regulations, which may be influenced by a scant dissemination of Ecuadorian web accessibility standards
