Abstract
The objective of this study was to diagnose the level of transparency in the Municipal Autonomous Decentralized Governments (GADs) of the northern zone of Manabí. For its discernment, a non-experimental study was developed with a descriptive and quantitative approach, in which the analysis of the transparency section of the web portals of each GAD in the period 2024 was proposed, this process included the evaluation of the documents available in these accesses, verifying their availability, concordance with the numerals of Article 19 of the Organic Law of Transparency and Access to Public Information (LOTAIP) and their date of update. The information obtained was weighted in three levels 1=Complete and updated information, 0.5=Incomplete or outdated information and 0.0=No information. The level of transparency of open state was determined through a cluster analysis (Cluster K-means), using scripts in R and executed through the statistical package Jamovi v0.19, the clusters were determined in high, medium and low transparency. The results show that the GAD El Carmen and Sucre maintain high transparency, above 98%, GADs such as Pedernales, San Vicente, Chone, Flavio Alfaro and Jama present non-compliance with levels below 70%, especially, Flavio Alfaro and Jama show low transparency of 7% and 0%, the months from January to March of the first semester of 2024 had the highest transparency compliance, the last three months show a notable shortage of published information with the exception of GADs El Carmen and Sucre.
