Abstract

Citizen participation in budgeting processes involves actively engaging the public in decision-making and the allocation of public resources. This ensures that the budget better reflects the needs of the population, promoting more transparent and efficient governance. Several previous studies have analyzed the benefits and challenges of citizen participation in public management. The present research aimed to analyze Citizen Participation and its impact on budget execution for the fiscal year 2022 of the Quiroga Parish GAD in Bolívar Canton. The development of the research applied both bibliographic and field research types. Similarly, deductive and inductive methods were employed. One of the techniques used was the interview, which was conducted with the officials of the Quiroga GAD and analyzed qualitatively. A survey was also administered to the citizens of the aforementioned parish, supporting the study's results. The organization has a broad capacity to work; however, the entity lacks sufficient resources to manage all the planned work. Another visible factor is the lack of interest from current authorities in decision-making, resulting in limited support for achieving their budget execution objectives. Nevertheless, there is significant reluctance to collaborate on information regarding budgetary statements, making it difficult to detail management indicators
